Why apply?

The Legislative Leadership Lab is a transformative, hands-on program for emerging leaders committed to advancing the priorities of everyday people and families. Spanning five months, the program provides participants with a comprehensive understanding of the legislative process, advanced advocacy expertise, and leadership skills to create meaningful community impact. This program is free for those selected.

This program requires a manageable time commitment of approximately 4-6 hours per month from January through April, combining virtual sessions, self-guided activities, and one in-person Capitol experience.

Meet Your Trainers

Amy Jacobson brings over two decades of experience as an advocate, strategist, and lobbyist for important causes. She specializes in creating and executing high-impact media and communications strategies that amplify diverse voices and effect change. Amy has led numerous political campaigns, including the successful defeat of restrictive ballot measures in North Dakota. She co-founded "WE Rise: Women Empowered," the state's first women's lobby day at the Capitol in Bismarck. A North Dakota native, Amy holds a BA in Women and Gender Studies from North Dakota State University and has been recognized as an NDSU Distinguished Alumni and YWCA "Woman of the Year" for her advocacy work.

Jessica Edland brings over 15 years in the nonprofit sector, Jessica is renowned for her ability to build coalitions and develop leadership in emerging leaders. She has led successful fundraising efforts and orchestrated comprehensive strategic planning for campaigns across North Dakota. Jessica served a term in the North Dakota House of Representatives from 2012 to 2014, where she was recognized for her work supporting public employees and funding services for survivors of human trafficking. She holds a BA in Business Administration and Communications from the University of Jamestown and resides in Jamestown.

About the Program

January: Kickoff and Initial Training

January 30 - Virtual Introductory Meeting & Training Session, Bill Tracking Guidance (6:00pm - 7:30pm CST)

  • Meet fellow cohort members and build community through engaging icebreakers.

  • Learn about program goals, the schedule, and expectations.

  • Gain an overview of the legislative session and the vital role of advocates and leaders.

  • Discover the basics of the legislative process, including committee structures, bill tracking, and advocacy strategies.

  • Learn how to identify and track bills that impact your community as the legislative bill introduction deadline approaches.

  • Learn how to communicate effectively with elected officials.

  • Participate in interactive case studies to navigate the legislative process both online and in person.

February: Advance Advocacy Training

February 13 - Virtual Training (6:00pm - 7:30pm CST)

  • Master the art of testifying effectively and telling your story with impact.

  • Identify key influencers—whether individuals, organizations, or strategies—to strengthen your advocacy.

  • Participate in workshops to apply these strategies in real-world scenarios.

February 27 - Testifying and Influencing (6:00pm - 7:30pm CST)

  • Practice delivering compelling testimony on a subject you care about.

  • Learn how to mobilize your friends, neighbors, and community for legislative action.

  • Explore the power of social media for advocacy and understand the process of initiated measures and referrals.

March: In-Person Training and Capitol Experience

March 10 - Capitol Day

  • Attend hearings and participate in a guided tour of the Capitol.

  • Engage directly with legislators and staff while observing the legislative process firsthand.

March 27 - Check-In with Leadership Mentor

  • Meet one-on-one with a mentor to review your progress, address challenges, and receive personalized feedback to keep you on track and supported.

April: Advocacy Planning and Final Training

Week of April 7 - One-on-one check-in with Jess and Amy

  • Strategize post-session leadership and learn how to maintain relationships with legislators.

  • Plan your next steps and evaluate your readiness for potential enrollment in the Elevate Academy (Fall 2025).

April 24 - Final Virtual Session (6:00pm - 7:30pm CST)

  • Reflect on your journey and gain insights for future leadership.

  • Share feedback to refine the program and maximize its impact for future cohorts.

Ongoing Support and Collaboration

  • Monthly individual check-ins with personalized guidance on leadership goals.

  • Work with partner organizations to amplify your advocacy efforts and expand your network.

Participants will gain in-depth knowledge of the legislative process while developing leadership skills, a comprehensive understanding of political systems and policymaking, and advanced advocacy expertise. This unique opportunity offers practical training and personalized support to empower participants to make a tangible impact in their communities and beyond.

Participants in the Legislative Leadership Lab will be individuals who are committed to putting the priorities of everyday people and families first. They will be leaders who understand the values of hard work, common sense, and looking out for one another, and who are ready to stand up to radical agendas that threaten these principles.
